2000 Voting Page
Below are the results from the rule change voting this
year. The changes have been made on the rules page. Should anyone
see something on the rules page that may need adjusted due to these rule
changes, please notify me.
Rule 4, Rookie Draft - Passed

Change Rookie Draft to a Rookie & FA Draft,
eliminating FA signing from Playoffs to end of Draft.
Rule 4A, Rookie Draft - Passed

Assign days to owners to draft to replace the 72 hours of
eternal waiting (draft would now take only 48 business days at most).
Rule 5B, Starting Lineup
Eliminate D/S units - Not

Rule 5A, Roster Composition - add 6 roster spots
for total of 22
Rule 6B, Contract Years - add 15 more contract

Rule 12A, Scoring - sack=1, safety=2, int/fr=3,
td=6; all defensive scoring subtracts from the opponent's score (doesn't
affect outcome, just lowers total scores); just in case, the minimum score
for a team for a week is 0 (no negative team scores)
Rule 12A, Scoring - all special teams scoring (TDs,
safeties, int/fr) credited to individuals
Rule X, Compensation - teams with existing
contracts years for D/S units will need to be compensated (method TBD)
Rule 6D, Trade Restrictions & Deadlines -

Change wording so that trade deadline is Tuesday after
Week 6.
Rule 9, Injured Reserve - Passed

IR to be like NFL - once players are placed on IR, they
are there for the season. A player must be on the NFL IR to
qualify. Each player on IR will count only 1 year against contract
cap, regardless of the player's remaining contract years.
Rule 12A, Scoring - Not

Passing yards to go back to original format, 40 yds = 1 pt
Rule 13B, Rules Committee - Passed

There will be 3 RC seats. Each seat will carry a 3
year term. Every year, one seat will be up for election. The
league membership, including those who are running, will each have one
vote. If the winning candidate does not have at least 50% league
approval, a run-off of the top two candidates will be held to decide the
winner. If there is still a tie, the commissioner's vote will decide
the run-off.
Defensive Scoring Vote
3 proposals were put forth to potentially
replace the existing defensive/special teams scoring. Ultimately, the
ORL proposal was voted in (12-4 to make a change, and 9-6 over CAR's
proposal).
Special
Teams scoring goes to individuals on all 3 proposals.
