2003 Rule Proposals

  • Valid Competitive lineups (COL)  PASSED 16-0

    All line-ups must include an active CFFFL player at each position, even if such player is on bye or injured. If any line-up appears to be made in an obvious attempt to lose the game, the league owners may be asked to vote whether or not to approve the line-up. The commissioner is the only one who may call for such a vote; however, any owner is free to bring any question regarding a valid line-up to the attention of the commissioner.

    If the results of the vote are made prior to the line-up deadline and a team is found in violation of this rule, they will be asked to submit a new line-up. Otherwise, the offending team will be fined.

  • Cyberbuck Cap (ORL)  Failed 11-5

In order to correct a 6 year old mistake, over the next 3 season, there will be a limit on the number of cyberbucks a team can possess. Every team will be required to be at or below the cyberbuck cap by noon the Monday before the Week 1. Any team over the cap at that time will be fined the amount needed to bring them into compliance with the cap.
2003 – 70 cb
2004 – 50 cb
2005 – 30 cb
2006 – no more cap

  • RFA matching rights (COL) PASSED 15-1

    RFA Right of last match

    Once an RFA bid is finalized the player's current team will have 1 business day to match the final bid and retain the rights to the player.

 
  • RFA compensation plan (ORL) Failed 11-5

    At the end of every RFA period, each franchise will receive compensation for all RFA’s lost.  The compensation will be 20% (rounded up) of the total amount of cb’s for which the lost RFA’s were signed.  For example, CFL lost 2 players in the RFA period last year.  Those 2 players were signed for a total of 37cb.  Under this compensation plan, CFL would have received 8cb.

 

  • Home Field Advantage (COL) Failed 2-14

    Let's add some meaning to the home vs. away portion of the schedule by awarding an additional 3 points to the home team in every game.

     

  •  Ties (BAY) Failed 3-13

    Home team automatically wins tie game.

 

  • Passing (ORL) Failed 6-10

    1 point for every 40 yards passing

 

  • Defense (ORL/BAY) Failed 6-10

    Elimination of the Defense position.  Roster size reduced to 14.  Contract years reduced to 32.  Teams will be compensated 2cb for each remaining year assigned to any defense on active rosters.
