Below are the rule proposals voting results for 2005.
Any proposal with at least 9 votes will be carried over to the 2006 ballot.
2005 Supplemental Rule Proposal

Toilet Bowl, II Failed 9-6
Each week of the regular season, the team with the lowest point total
will contribute $5 to the Toilet Bowl fund. If there is a tie in
any given week, all teams involved will contribute $5. The Toilet
Bowl will consist of the eight non-playoff teams. Opponents will
select each others starting lineups. The losing team advances.
The "winner" of the Toilet Bowl will win the Toilet Bowl fund. In
order to assure that the Toilet Bowl "winner" receives his winnings if a
franchise abandons the league, dues will be collected one season
in advance.

Commish's note: This will
accomplish two things. First, it will encourage teams to pay
attention to their lineups, even when the playoffs are out of reach.
Teams that truly suck will have a good chance at winning their money
back because they have a good chance of winning the Toilet Bowl.
Second, it gives the seven non-playoff teams (only seven because BAY
is a given every season) something to look forward to.

The eight non-playoff teams enter the Toilet
Bowl The opponents pick starting lineups. The winning teams
go home while losing teams advance. The Toilet Bowl is used to
seed the first eight slots in the upcoming draft.

Carryover Rule Proposals
These are proposals that received more than 50% of the vote in the year it was proposed.
Any rule that receives more than 50% will continue to be on rules ballot in
the future.

RFA Compensation (2004, 10-6; 2003,

At the end of each RFA period, each franchise will receive
compensation for all RFA's lost. The compensation will be 20%
(rounded up) of the total amount of cb's for which the lost RFA's were
signed.

Cyberbuck Cap (2003, 11-5)

In
order to correct a mistake at the inception of the league, over the next 3 seasons, there will be
a limit on the number of cyberbucks a team can possess. Every team will be
required to be at or below the cyberbuck cap by noon the Monday before the
Week 1. Any team over the cap at that time will be fined the amount needed
to bring them into compliance with the cap.
