Draft and Cyberbuck Allotment Ranking

The draft and Cyberbuck allotment rankings to be
determined in the following order, with the exception of the CyberBowl
Champ and runner up, who are automatically ranked last and next to last,
respectively:

Rosters and the Roster Cap
Failed 11-5 Each team must leave enough years available to complete an entire roster
of active players. (For example, a team with only 14 active players,
may only use 33 of the 35 years available to the team).

Commish note: This rule proposal is
intended to keep teams from assigning more years to fewer players to
stack the roster for the future. The intent of the contract cap is
to make sure that players are being recycled regularly. This is a
loophole that many of us, including me, have exploited. To close
that loophole, this should definitely be voted in.

Free Agents Passed 13-3 Free agents may be picked up during the playoffs by teams that are still
in the playoffs. However, the free agent may only be signed for 1
year. (Added 12/13/06: Players signed during the playoffs will become
RFA's on March 1. There will be no right to match.)

Commish note: This will allow playoff
teams, without the interference of non-playoff teams, to patch rosters
in case of injuries. The 1-year contract is intended to keep a
playoff team from signing a player long term since non-playoff teams
would not be able to fairly compete to sign the player. Currently,
rosters are frozen once the playoffs begin, which is not right.

Toilet Bowl "Best of the Rest"
Failed 3-13
Each week of the regular season, the team with the lowest point total will
contribute $5 to the Toilet Bowl fund. If there is a tie in any given week,
all teams involved will contribute $5. The Toilet Bowl will consist of the
non-playoff teams. Teams play to win and select their own starting lineups.
The winner of the Toilet Bowl will win the Toilet Bowl fund. In order to
assure that the Toilet Bowl winner receives his winnings if a franchise
abandons the league, dues will be collected one season in advance. Think of
the Toilet Bowl winner like the winner of the NIT tournament.

Commish note: While I don't see anything
wrong with this, I'd rather have a true Tidy Bowl that recognizes the worst
team in the league.

Toilet Bowl (2005: 9-6)
Failed 6-10
Each week of the regular season, the team with the lowest point total
will contribute $5 to the Toilet Bowl fund. If there is a tie in
any given week, all teams involved will contribute $5. The Toilet
Bowl will consist of the non-playoff teams. Opponents will
select each other's starting lineups. The team scoring fewer
points advances.
The "winner" of the Toilet Bowl will win the Toilet Bowl fund. In
order to assure that the Toilet Bowl "winner" receives his winnings if a
franchise abandons the league, dues will be collected one season
in advance.

Additional wrinkle

The Toilet Bowl "winner" receives the first pick in the draft.
The runner-up receives the 2nd pick.

Commish notes: This will
accomplish a few things. First, it will encourage teams to pay
attention to their lineups, even when the playoffs are out of reach.
Secondly, it will discourage teams from going into the season with
the intention of losing "for the future." While legal, it
should be discouraged for the health of the league. Finally,
and most importantly, it gives the non-playoff teams something to look forward to.
I like this much better than the "best of the rest" tournament.
I also like the wrinkle that the winner and runner-up receive the
first and second worst pick to further discourage intentional
tanking of a season. The truly worst of the worst will get the
first two picks.

Cyberbuck Cap (2003: 11-5, 2005: 9-7)

In
order to correct a mistake at the inception of the league, over the next 3 seasons, there will be
a limit on the number of cyberbucks a team can possess. Every team will be
required to be at or below the cyberbuck cap by noon the Monday before the
Week 1. Any team over the cap at that time will be fined the amount needed
to bring them into compliance with the cap.
