2008 Rule Change Proposals
Commissioner Mandated Changes
·
The one year contract penalty for releasing a player has been
removed.
·
The RFA Period has changed to a FA Auction.
o
There is no right to match.
o
Rookie and FA Draft becomes a Rookie Draft, and will be only 2
rounds in 2009 and beyond.
o
Proxy bidding will be allowed.
o
Bids will expire after four (4) days.
o
The FAA will start immediately following the Rookie Draft.
o
The FAA will end approximately one (1) week prior to the start of
the NFL season.
o
FA Compensation (form RFA Compensation) will remain in effect.
New Proposals

First Come First Served (FCFS) Free Agency
PASSED 13-3
Following Wednesday’s Blind Bidding FA (BBFA) period, a FCFS FA period
will run weekly from midnight ET Thursday through 1:00pm ET Sunday.
Released players will be locked until then next BBFA period begins.

Offseason Roster Limit
FAILED 5-11
The offseason Roster Limit shall be 18 total players.

Blind Bid Tiebreaker PASSED

The tiebreaker shall be total points, not record or standings.

Salary Cap FAILED 1-15
o
Existing contracts increase 10-25% annually.
o
Release players’ salaries count 10-25% against the cap.
o
IR players count 10-25% against the cap.
o
Salaries TBD (likely based on RFA/FA bids)

Option #1 – No contract cap, but every player receives a standard
3 or 4 year (TBD) contract when signed.

Option #2 – Manage a contract cap and salary cap.

Bidding FA PASSED

Following Wednesday’s Blind Bidding FA (BBFA) period, a second BBFA
will run weekly from midnight ET Thursday through 8:00pm ET Saturday.
Released players will be locked until Monday. (Yes, this would change
the FCFS rule that just passed.)

Cyberbuck Allotment Increase PASSED

The cyberbuck allotment shall increase 5 cb per franchise. The
16th place team shall receive 35 cb, and the champion shall receive 20cb,
with a 1 cb increment for each place in between. (This is to
compensate for the loss of ability to draft FA's.)

1 point for every 20 yards of rushing and receiving combined.
(Currently 1 point for every 20 yards rushing, 1 point for every 20 yards
receiving).

Cyberbuck Allotment

New yearly allocation to begin after the upcoming season. This
changes the increment of the non-playoff teams from 1cb to 2cb.
